What is Digital Citizenship?

"Digital citizenship isn’t just about recognising and dealing with online hazards. It’s about building safe spaces and communities, understanding how to manage personal information, and about being internet savvy - using your online presence to grow and shape your world in a safe, creative way, and inspiring others to do the same."

http://www.digizen.org/

"It is important to remember that this is an issue of behaviour, more than it is of technology. We really need to get serious about behaviour and support schools to focus on building a culture of respect and caring in addition to teaching the traditional academic subjects."

Dr Judith Slocombe CEO of  the Alannah and Madeline Foundation , Australia.

Legislation - California Ed Code

Chavez Bill, AB 307 signed into law by Governor Schwarzenegger in 2006. This is now is part of Ed Code 51871.5 sections a-e® which addresses district Tech Plans.

Section (c) The guidelines and criteria shall include a component to educate pupils and teachers on the appropriate and ethical use of information technology in the classroom, Internet safety, the manner in which to avoid committing plagiarism, the concept, purpose, and significance of a copyright so that pupils are equipped with the skills necessary to distinguish lawful from unlawful online downloading, and the implications of illegal  peer-to-peer network file sharing

Those districts which had a 3-5 year plan as of July 1, 2008 may voluntarily make these changes but are not required to follow this directive until the plan expires.

The CA Office of Privacy Protection is responsible for the implementation of this legislation. The Chief Officer, Joann McNabb, has formed the California Coalition on Children's Internet Safety.

Effective January 1, 2009, the California Education Code has been amended to authorize school districts to suspend or expel students for bullying, including cyberbullying (Assembly Bill 86). The new section of the Education Code is Ed Code 48900®.

Assembly Bill 86

defines bullying as an act by a student or group of students directed specifically against other students or school personnel that constitutes sexual harassment, hate violence or severe or pervasive intentional harassment, threats or intimidation that is disruptive, causes disorder, and invades the rights of others by creating an intimidating or hostile educational environment.
